The recently released trailer of Governor has sparked curiosity among audiences for its portrayal of a significant chapter in India’s economic history. Produced by Vipul Amrutlal Shah’s Sunshine Pictures and directed by Chinmay Mandlekar, the film stars Manoj Bajpayee in the lead role, alongside Adah Sharma.

Based on true events, Governor is set against the backdrop of India’s economic crisis of the early 1990s and draws inspiration from the life and work of former Reserve Bank of India Governor S. Venkitaramanan, who played a key role during a turbulent phase in the country’s financial history.
S. Venkitaramanan served as the 18th Governor of the Reserve Bank of India from December 1990 to December 1992. A distinguished civil servant and economist, he assumed office at a time when India was facing a severe balance of payments crisis and rapidly depleting foreign exchange reserves.
Before becoming RBI Governor, Venkitaramanan held several important positions in both state and central governments during his long administrative career. His experience in governance and economic administration would prove crucial as the country confronted one of its most pressing financial challenges.
At the height of the 1991 crisis, India’s foreign exchange reserves had fallen to critically low levels, leaving the country with enough funds to cover only a few weeks of imports. To address the situation, the government and the RBI took a series of emergency measures. One of the most notable decisions involved pledging a portion of India’s gold reserves to secure foreign loans.
Under Venkitaramanan’s leadership, gold was shipped overseas and used as collateral to raise approximately USD 405 million. The move, controversial at the time, helped India meet immediate financial obligations and provided breathing space for policymakers to initiate broader economic reforms. The episode is now widely regarded as a significant moment in India’s economic history.
Venkitaramanan passed away on November 18, 2023, at the age of 92, leaving behind a legacy closely associated with India’s efforts to navigate the 1991 financial crisis.
Speaking about the character, Manoj Bajpayee described Venkitaramanan as a leader who was willing to take difficult decisions during a period of uncertainty. According to the actor, the former RBI Governor was not initially viewed as the obvious choice for the responsibility but ultimately played a crucial role in helping the country manage the crisis. Bajpayee also noted that the film seeks to bring attention to a figure whose contribution may not be widely known among the general public.
The trailer of Governor offers a glimpse into the economic and political challenges of the era, focusing on the decisions taken behind closed doors as India worked to avoid a financial collapse. The film combines elements of political drama and real-life events while exploring the pressures faced by policymakers during a national crisis.
Directed by Chinmay Mandlekar and produced by Vipul Amrutlal Shah, Governor is co-produced by Aashin A. Shah. The screenplay has been written by Suvendu Bhattacharyjee, Saurabh Bharat, Ravi Asrani, and Vipul Amrutlal Shah. The film features lyrics by Javed Akhtar and music composed by Amit Trivedi. It is scheduled to release in theatres on June 12, 2026.
